Arrest Made in Harlequin Way Homicide

Sheriff’s Homicide detectives have made an arrest related to the fatal shooting of a man in Foothill Farms earlier this week. Brian Sholl, 22, was taken into custody over the weekend in North Highlands, and was booked into the Sacramento County Main Jail for murder. He is currently being held without bail.

 

Shortly after 11:30 p.m. on July 29, 2015, Sheriff’s deputies responded to the 6800 block of Harlequin Way in Foothill Farms regarding a shooting. They located a 25 year-old male who had sustained several gunshot wounds to his upper body, and was pronounced deceased at the scene.

 

Investigation led to the identification of Sholl as the person responsible for this incident. Detectives believe that a verbal altercation between Sholl and the victim escalated to a point when Sholl produced a firearm and shot the victim. The suspect’s booking photograph is being withheld due to the need for further investigation, but will be released when available.

South Complex Fire Mutual Aid Efforts

The California Office of Emergency Services has issued a request for Mutual Aid for the local emergency of the South Complex Fire in Lake County, California. Sheriff Scott Jones of the Sacramento County Sheriff’s Department, is the ‘Mutual Aid Region IV’ Law Enforcement coordinator and is responsible for coordinating response of all eleven Region IV county law enforcement resources, which consist of Sacramento County, as well as Nevada, Placer, El Dorado, Alpine, Amador, Calaveras, Tuolumne, Yolo, San Joaquin and Stanislaus Counties. Thus far, Region IV has sent 38 law enforcement representatives, including ten Sacramento Sheriff’s personnel, to assist with the fire efforts.

Channing Drive Homicide

Sheriff’s Homicide detectives are investigating the circumstances surrounding the shooting death of a man found in North Highlands today. The victim, a black male in his late teens, drove to a home in the 6400 block of Channing Drive at approximately 11:45 this morning. He got out of his vehicle, and told a woman at the location that he had been shot. He then collapsed at the scene as the woman called 9-1-1. Deputies responded and attempted lifesaving measures, but paramedics pronounced the victim deceased.

 

The actual location where the shooting took place remains unknown to investigators. As of yet, detectives have not determined where the victim drove from prior to arriving at the intersection of Channing Drive and Fountain Lane. It is believed that the victim was acquainted with residents of the home he arrived at, which may suggest that he was attempting to seek help from persons known to him.

Additional Charges for Child Molest Suspect

The Sacramento Sheriff’s Department Child Abuse Detectives have been further investigating a case involving 45-year old North Highlands resident, Michael John Leonard, who has been in jail custody for charges involving child exploitation since April of 2015. 

Over the weekend, Detectives additionally booked Leonard with a felony charge of lewd and lascivious acts with a child victim, under the age of 14 years.  Detectives have learned that Leonard had extensive access to children and teenagers within Sacramento County and surrounding areas and was known to frequent skating rinks, dance studios, water parks, gymnastic facilities and host book club gatherings.

Case Closed in Mysterious North Highlands Death

Sheriff’s Homicide detectives have concluded their investigation into the death of a man in North Highlands last Sunday, August 9, 2015. The victim, identified as Kaveon Plummer-Lee, 19, drove to the 6400 block of Channing Drive, exited a vehicle, and said that he had been shot. In spite of lifesaving efforts by responding deputies, the victim died at that location.

Further investigation by detectives led to Plummer-Lee being identified as the suspect in a home invasion robbery attempt shortly before he arrived at the residence on Channing Drive. It was later discovered that during the home invasion robbery, Plummer-Lee was stabbed by one of the victim residents, which caused his injury that he reported as a gunshot wound. Detectives believe that Plummer-Lee was armed with a weapon at the time, and that the resident stabbed him in self-defense.

The findings of this investigation have been forwarded to the Sacramento County District Attorney’s Office, who will be responsible for any decisions regarding the filing of criminal charges associated with this event.

Detectives Seeking Public's Assistance

Sacramento County Sheriff Homicide Detectives are seeking the public’s assistance in identifying the suspects from a homicide that occurred within the 9800 block of Lincoln Village Drive on Saturday, May 16, 2015.  The victim, identified as 19-year-old Albert Alexander, was seen conversing with the occupants of the suspect vehicle, possibly a rental, when one of the suspects pulled out a handgun and shot the victim.  Composite sketches (see below) have been completed on one of the suspects. This suspect has been described as a black male adult in his 20s with long dreadlocks and wearing a grey hoodie at the time.

Photographs of the suspect vehicle (attached) were captured from a nearby surveillance camera moments before the shooting occurred.  (Please note: the quality of the video did not allow a clear view of the license plate).  The vehicle is described as a light grey or silver 2015 Hyundai Sonata 4-door sedan. The vehicle appears to be a stock model with no additional window tint.  There is also a shark fin antenna attached in the center of the rear window near the roof line.

Crash Leaves 1 Dead, 1 Injured

At approximately 10:45 a.m. today, a vehicle accident occurred at the intersection of White Rock Road and Luyung Drive. The collision took place when a passenger vehicle with two male occupants struck a power pole at the aforementioned location. Preliminary investigation suggested that the driver of the car was travelling eastbound on White Rock Road when he lost control of the vehicle and ended up across the roadway onto the westbound side. He then struck a power pole just off of the roadway, leaving him trapped inside the vehicle and his male passenger injured, as well.

 

Emergency responders had to extricate the driver, a man in his mid-twenties, from the car. He was transported to a local hospital, where he later died as a result of his injuries. The passenger of the vehicle, another male in his mid-twenties, was treated at the scene for minor injuries.

 

This accident is being investigated by the Rancho Cordova Police Department’s Traffic Unit. It is believed that speed may have been a factor, but additional information is being sought from persons who may have witnessed the incident. Anyone having information related to this crash is asked to contact the RCPD Traffic Unit at (916) 875-9623.

 

The identity of the victim in this case will be released by the Sacramento County Coroner’s Office after proper notification has been made to his next of kin.

Man Jailed for Brutal Attack on Dog

A man is in custody related to an attack that left a dog seriously injured yesterday afternoon. Marquayous Hill, 19, was booked into the Sacramento County Main Jail yesterday on a felony charge of animal cruelty, and is being held on $10,000 bail.

 

On August 15, 2015, Sheriff’s deputies were called to the 4000 block of 43rd street in south Sacramento. A woman reported that a dog had been seriously injured, and identified Hill as the person responsible. The dog, an 8-month old pit bull, suffered serious injuries to one of its eyes and a puncture wound to its throat. The dog had been in the custody of Hill at a nearby park, where the attack is believed to have taken place.

 

Deputies contacted Hill at his residence nearby, where he was taken into custody without incident. An edged weapon, believed to be used to inflict the dog’s injuries, was recovered from Hill’s residence.

 

Sacramento County Animal Control personnel responded to the scene and took custody of the dog. It was taken to a local shelter for treatment and evaluation.

Rancho Cordova Dui/driver License Checkpoint This Weekend

Rancho Cordova, CA – The Rancho Cordova Police Department Traffic Unit will be conducting a DUI/Driver's License Checkpoint on August 22, 2015 at an undisclosed location within the city limits between the hours of 7:00 pm and 2:00 am.  DUI checkpoints are a proven enforcement tool effective in reducing the number of persons killed and injured in alcohol involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough.

 

Officers will be contacting drivers passing through the checkpoint for signs of alcohol and/or drug impairment.  Officers will also check for proper licensing and will strive to delay motorists only momentarily. Drivers caught driving impaired can expect jail, license suspension, and insurance increases, as well as fines, fees, DUI classes, other expenses that can exceed $10,000.

 

“Over the course of the past three years, DUI collisions have claimed 3 lives and resulted in 44 injury crashes harming 66 of our friends and neighbors,” said Sgt. McCamy of the Rancho Cordova Police Department Traffic Unit.

 

According to the National Highway Traffic Safety Administration (NHTSA), checkpoints have provided the most effective documented results of any of the DUI enforcement strategies, while also yielding considerable cost savings of $6 for every $1 spent.  Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

 

“Deaths from drunk and drug-impaired driving are going down in California,” said Christopher J. Murphy, Director of the California Office of Traffic Safety (OTS).  “But that still means that hundreds of our friends, family and co-workers are killed each year, along with tens of thousands who are seriously injured. We must all continue to work together to bring an end to these tragedies.  If you see a Drunk Driver – Call 9-1-1.”

 

Funding for this checkpoint is provided to Rancho Cordova Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, targeting those who still don’t heed the message to designate a sober driver.

Rancho Cordova Officer Involved Shooting

At 4:40AM today, the Sacramento Sheriff’s Communications Center received a call from a man who reported hearing voices taunting him from across the street of his residence within the 11200 block of Point East Drive in Rancho Cordova.  The dispatched officer arrived and determined the subject to be intoxicated but able to care for himself, creating no threat to himself or others.

As the dispatched officer was exiting the apartment into a dimly lit, self-enclosed stairwell, he encountered a darkened figure at the base of the stairwell who he believed was holding a weapon and he then fired one round.  Though the fired round missed the subject and lodged into the stairwell door frame, the dispatched officer then realized the subject to be a responding uniformed officer providing him cover to the dispatched call.

No one was injured during this encounter and Sheriff Representatives from Executive Staff, the Sheriff’s Training Academy, Detectives Division and Professional Standards Division responded to the scene and will be investigating this incident.

The dispatched officer is a 10-year veteran with the Sacramento Sheriff’s Department, currently assigned to the Rancho Cordova Police Department.

Sexual Assault Arrest of Medical Marijuana M.d.

The Sacramento County Sheriff Sexual Assault Bureau made an arrest of a licensed physician after an investigation into a patient’s complaint revealed evidence of a sexual assault during a medical evaluation.

 

Logan Vincent Ford, 31, was arrested in Oakland, California yesterday (August 18, 2015), on charges involving rape, sexual assault and sexual exploitation by a physician.  He is currently being held at the Sacramento County Jail on one million dollars bail.

 

In March of 2015, the victim visited a medical marijuana evaluation center, located in the 2100 block of Watt Avenue, in order to obtain a medical marijuana prescription.  During the medical examination, the victim reported that Ford sexually assaulted her.  The investigation eventually led to Ford’s arrest in Oakland on an arrest warrant signed by the Sacramento County District Attorney’s Office.   Ford is believed to have worked at two additional offices in Oakland and Berkeley, California.  

 

Detectives are asking the public to come forward with any additional information pertaining to suspicious or criminal behavior during the course of Logan Vincent Ford’s practice, and to contact the Sheriff's Sexual Assault Bureau at (916) 874-5070. Suspicious Death in Body Found Floating in Deer Creek

Sacramento County Sheriff Homicide Detectives are investigating a suspicious death after responding to a report of a body found floating in Deer Creek off Kiefer Boulevard.

 

At approximately 11:15am on Monday, August 17, 2015, Sheriff’s patrol officers were called to Kiefer Boulevard near the Kiefer Landfill, regarding a body that appeared to be deceased and floating in the water.  Sheriff’s officers arrived and confirmed the subject to be deceased, then turned the case over to the Sacramento County Coroner’s Office.

 

The Coroner’s Office has determined the identity of the decedent to be 50-year old Martin Cuellar Hinojosa.  It was discovered that Hinojosa went missing from his residence within the 9300 block of Florin Road in early August and had not been seen since.  Upon investigation into the cause of Hinojosa’s death, it was discovered he had a gunshot wound to the head.

At Risk Missing Person- Located

* UPDATE- August 28th  - Angela has been located safely in the Sacramento area. 

The Sacramento County Sheriff’s Department is seeking the public’s assistance to locate a woman who is missing under unusual circumstances. Angela Person, 33, last had contact with family members by telephone on August 23, 2015 at approximately 2:20 p.m. She stated that she was on her way home, but never arrived.

PERSON lives in the area of Gold River, and is described as a black female adult with dark brown hair that she usually wears pulled back, away from her face. She has brown eyes and is 5’10” tall, weighing approximately 125 pounds.

PERSON is considered to be at-risk, because she is missing under circumstances inconsistent with her normal behavior patterns, and she has not had contact with family members for a couple of days.

Anyone knowing PERSON’S whereabouts is asked to contact the Sheriff’s Department at (916) 874-5115.


Teacher Investigated for Child Pornography

Earlier today, a Nevada County teacher was arrested for distribution of child pornography. Ethan Lewis, 32, was booked into the Nevada County Jail after turning himself in. He has since posted the requisite $30,000 bond, and been released from custody.

For the past several weeks, Lewis was the subject of an investigation by the Sacramento Internet Crimes Against Children (ICAC) Task Force. They discovered that Lewis had been distributing files of child pornography via the Internet. A search warrant was later served at Lewis’ residence, which led to the determination of the aforementioned criminal charges.

Due to Lewis being employed as a music teacher and having regular interaction with minors, detectives are seeking any information related to unlawful conduct by Lewis. Anyone having pertinent information related to Lewis is asked to contact the Sacramento ICAC Task Force at (916) 874-3002.

Robbery Suspects Sought

Sacramento County Sheriff Robbery Detectives are seeking the public’s help in identifying the male suspects in an armed robbery at a food and gas market on the 4600 block of El Camino Avenue on the evening of August 22, 2015.

Shortly after 9:30 p.m., the males shown in the attached photographs robbed the store employee at gunpoint, for an undisclosed amount of money. The suspects are described as black males, 20-30 years of age, approximately 5 feet 9 inches to six feet tall, with medium builds. At the time of the robbery, both were wearing black zip up hoodies, with black baseball caps underneath, and dark pants.

No one was injured at the time of the robbery. Anyone having information regarding this case or the identities of the suspects in the photos is asked to contact the Sacramento County Sheriff Robbery Detective Division at (916) 874-5115 or Crime Alert at (916) 443-HELP. UPDATE- At Risk Missing 8-Year-Old Child

*UPDATE - Shortly after 7:45 am this morning (September 3rd), Christopher was located and returned safely to his family. We thank the public for all their assistance. 

 

The Sacramento County Sheriff’s Department is asking the public for assistance in locating an At-Risk missing child who was last seen at his residence within the 8100 block of Power Inn Road in Sacramento. 

Christopher Sanchez, 8, had an argument with family members inside of his residence at around 8:30PM last night (September 2, 2015), and went to his room.  After a short while, it was discovered he was nowhere in the home and had run away. 

Christopher is described as a Hispanic male child who stands approximately 4’2” tall and weighs approximately 86 pounds.  He has short brown hair and brown eyes and was last seen wearing a white t-shirt with ‘Minion’ characters on the front, grey pants and white tennis shoes.  He is considered At-Risk due to his age. 

The Sheriff’s Department was contacted and all efforts thus far have yielded no sight of Christopher.  Missing Person’s Detectives and local Search and Rescue teams are assisting in the investigation.  Anyone who may have seen Christopher is asked to call the Sacramento County Sheriff’s Department at (916) 874-5115.  

Response to New Justice Department Policy

Sheriff Scott Jones has provided the following statement in regards to the recent inquiries.

“At my direction, the Sheriff's Department has been working on a policy for its use of cell site simulator technology over the past several months. That policy process was started before the Justice Department announced a new policy, and their policy revelation today has no bearing, influence, or legal precedent on our use or policy.  

Part of our new policy will require judicial authorization specific to the use of the technology before its use, absent exigent circumstances.”
